Consultancy Assignments

TNRDC has been taking up a host of project development and consulting assignments aimed at enhancing the delivery capabilities of agencies/ institutions involved in infrastructure sector.

The assignments carried out so far under this category are as follows :

Tamil Nadu Road Fund Study

The Study assessed the feasibility of setting up Tamil Nadu Road Fund. The Study was taken up on behalf of the Government of Tamil Nadu. The recommendations of the Study are under consideration of Government of Tamil Nadu.

Karnataka Road Fund Study

As a follow-up of Tamil Nadu Road Fund Study, the Government of Karnataka had entrusted the assignment of assessing the feasibility of setting up a Karnataka Road Fund to TNRDC. The Study was taken up under the Karnataka State Highways Improvement Project (KSHIP) funded by the International Bank for Reconstruction and Development (IBRD).

The Study recommended the broad contours of setting up the Karnataka Road Fund including its objectives, sources and applications of the Fund, management structure and operating policies and procedures.

Road Over Bridge (ROB) on NH 67 at Lalapet

National Highway (NH) 67 connecting Tuticorin with Coimbatore is an important National Highway in Tamil Nadu. The highway carries significant traffic, mainly freight traffic between Tuticorin Port and western Tamil Nadu & Kerala One of the major bottlenecks in the corridor was the level crossing at Lalapet with about 25 gate closures per day and estimated 1,75,000 Train Equivalent Units. This used to result in vehicles experiencing significant waiting time and corresponding increase in their operating costs.

In order to ameliorate the situation, Ministry of Road Transport and Highways, Government of India took up the construction of a Road Over Bridge on the level crossing at Lalapet. TNRDC was engaged by the Department as its Managing Associate for the Project. The project was completed and the bridge was opened for traffic from 11th January 2009

Integrated Infrastructure Improvement of Guindy Industrial Estate

Guindy Industrial Estate, also called as Thiru Vi Ka Industrial Estate, was the first Industrial Estate set up in the country. The Estate situated in Guindy within the Chennai Metropolitan Area is spread over an area of 404 acres and houses about 700 units.
The Estate is being managed by Small Industries Development Corporation of Tamil Nadu Ltd (SIDCO), a Government of Tamil Nadu undertaking.

Over the years, the civic infrastructure within the Estate premises had deteriorated. With the aim of restoring this premium Estate to its erstwhile glory, SIDCO engaged TNRDC as its Managing Associate for implementing a comprehensive Integrated Infrastructure Development Programme. The Programme envisages improvement of about 15 km of road network and provision of storm water drain in the Estate premises besides access management measures at a cost of Rs 27.95 Crores. The scope of work assigned to TNRDC was completed in the year 2012.

East Coast Road Project (ECR)

About ECR

East Coast Road (ECR), known for its scenic beauty, is an important road corridor in Tamil Nadu connecting Chennai with Cuddalore through Pondicherry.

The road was formed in 1998 by interlinking and improving a series of small village roads that were connecting the fishing villages along the coast of Bay of Bengal.

Genesis of Project

Within two years of its formation, ECR started showing signs of distress thereby adversely affecting the riding quality and safety of road users. Prevalence of dangerous curves and other geometric deficiencies led to occurrence of number of accidents. MoEF restrictions on land acquisition, tree cutting, road width etc further aggravated the situation.

Considering the above, Government of Tamil Nadu (GoTN) requested TNRDC to take up the improvement, operations and maintenance of the road on a long term concession basis.

Subsequently, on December 22, 2000, GoTN and TNRDC signed a Concession Agreement entrusting to TNRDC, the improvement of 113.2 km of ECR from Kudimiyandithoppu near Chennai to Koonimedu on the outskirts of Pondicherry. The arrangement spanning 31 years also envisages operation and maintenance of ECR by TNRDC.

Project Description

The improvement work, inter-alia, included widening of the select stretch of ECR to two lane paved/hard shoulder configuration, besides re-aligning some of the dangerous curves. To enhance safety conditions on the road, extensive road markings with thermoplastic reflective paints, cat’s eye, delineators and road furniture/signage are provided.

A host of value added services including 24-hour trauma care and ambulance facilities, round-the-clock patrolling and security services, vehicle break-down/tow-away services on-call basis are provided on the road.

The improvement work was completed ahead of schedule on December 7, 2001 within costs. Tolling commenced on March 24, 2002 and is progressing smoothly.

ECR Four Laning Project

The East Coast Road from Akkarai to Puducherry State border has been improved and strengthened in the Year 2001 to a two lane carriage way with paved/hard shoulders and is being maintained by TNRDC as a Toll Road.

The phenomenal increase in the traffic over the past few years and the increase in the number of accidents (mainly head on collisions) in the absence of centre median, have necessitated the Government to take a decision to widen this road to four lane with median from Akkarai to Mamallapuram, where most of the accidents are reported, as Phase-I. Improvements to the critical curves and junctions between Mamallapuram and Puducherry have also been included in this project.

Based on the Detailed Project Report submitted by TNRDC, the Government of Tamil Nadu had accorded Administrative Sanction for the above project. After carrying out a competitive bidding process, the project was awarded to M/s GKC – Vaibhav JV in February 2014 at an estimated cost of
Rs. 272.10 crores. The works have since been completed in all respects in January 2017.

Reconstruction of existing bridge and Construction of additional four lane Bridge across River Palar in ECR (km 76/000)

The Government of Tamil Nadu have decided to reconstruct the existing bridge and to construct an additional four lane bridge across River Palar in East Coast Road. Since the ECR is being maintained by TNRDC as Concessionaire, the Government has entrusted the above project to TNRDC and have sanctioned an amount of Rs. 134 Crores. Based on the above, an estimate for Rs. 85.19 Crore has been prepared by the consultants for the construction of an additional new Four Lane Bridge on the upstream side and retaining the existing bridge for slow moving vehicles and pedestrians.

After carrying out a competitive tendering process, the work has been awarded to M/s RR (JV) in March 2014. The estimated project cost including the non civil works like supervision charges, Quality control, escalation etc. comes to Rs.105.2 crores. The construction of “New High Level 4-lane Bridge across river palar at km 76/000 at Vayalur, East Coast Road” was completed and inaugurated by the Hon’ble Chief Minister of Tamil Nadu on 14.02.2016 and was opened to traffic.

Construction of new four lane bridge in place of the sunken bridge, at Illaiyanarkuppam, near Poondhandalam in ECR (Km:69/300)

The Government of Tamil Nadu have decided to construct new four lane High Level Bridge near the sunken 2 lane bridge at Km 69/300 of East Coast Road at Ilayanarkuppam. Since, ECR is being maintained by TNRDC, Government had entrusted the above work to TNRDC as Managing Associate and have sanctioned an amount of Rs. 23.78 Crore. Based on the above, a new 4-lane high level bridge inplace of the sunken bridge and 1.4 Km length Pudupattinam Bypass is constructed at the cost of Rs.23.85 Crores and was inaugurated by the Honourable Chief Minister of Tamil Nadu on 17.9.2020 and is being used by the public.

Safety Roller Barrier (SRB) at Vilampur at Km: 101/800 in East Coast Road

Road accidents are more in the stretch between Mahabalipuram to Pondicherry, as the road configuration is two (2) lane without center median. We have come across an alternate solution of fixing guardrails as a safety measure and to prevent accident at this stretch, we have fixed Safety Roller Barrier (SRB). The safety roller barrier highlights the hazard area and protects the life of the motorist, who may not be aware they don’t have the opportunity to recover a vehicle after leaving the sealed pavement.

At present, for the safety of the public, Safety Roller Barrier is fixed at Vilambur, ie at Km:101/800 for a length of 193m and the work has been completed on 27.07.2018. Safety Roller Barrier seems to be very useful to the public, especially during night time.

IT Corridor

Rajiv Gandhi Salai is a major road connecting Chennai with Mamallapuram in Tamil Nadu. It is 45 km long and was earlier known as the Old Mahabalipuram Road (OMR). The road starts from Madhya Kailash Temple Junction on Sardar Patel Road in south-east Chennai and terminates on East Coast Road near Mamallapuram.

The prestigious TIDEL Park, home to a number of BPO and IT/ITES companies and many other major IT/ITES Companies in the country are situated along the Rajiv Gandhi Salai. Prominent technical and educational Institutions, national research laboratories are also located along the Corridor.

Besides, State Industries Promotion Corporation of Tamil Nadu Ltd (SIPCOT) has developed a Cyber City, spread over 2000 acres in Siruseri, abutting the IT Corridor. Many IT/ITES Companies have set up their facilities in the Cyber City.

Genesis of Project

Due to heavy movement of traffic and on account of poor soil condition, the pavement of the Corridor had deteriorated. The opening of the Mass Rapid Transit Line along the first three km stretch and the presence of densely populated residential areas along the Kottivakkam-Perungudi stretch had also led to congestion and accidents. The IT Corridor Project aimed at improving the Corridor to a world-class facility in tune with the progressive and IT/ITES friendly image of Tamil Nadu.

About Itel

TNRDC floated a wholly-owned special purpose subsidiary viz., IT Expressway Ltd (ITEL) for domiciling the IT Corridor Project. ITEL being an investment vehicle, engaged TNRDC as its Managing Associate and is responsible for project implementation, operations and maintenance of IT Corridor.

Project Phasing

The Rajiv Gandhi Salai Project is being implemented in two phases. Phase-I between Madhya Kailash Temple Junction and Siruseri and Phase-II between Siruseri and Mahabalipuram. The 2.1 km long ECR Link Road connecting Rajiv Gandhi Salai at Sholinganallur and East Coast Road at Kudumiyandithoppu is also included in Phase-I.

Project Description

In Phase-I, the 20.1 km stretch between Madhya Kailash Temple Junction to Siruseri is widened to dual three lane carriageway with median, service road, pedestrian footpath and planter strip. The ECR Link Road has also been improved to dual two lane carriageway.

Another significant feature of the Project is the construction of service trenches/ducts for conveying utility lines including electrical, telephony and optic fibre cables/wires so as to avoid digging in future. The water and sewer lines are also being conveyed under the footpath.

Landscaping and arboriculture, road side arts and sculpture works and value added services have also been undertaken. A twelve lane state-of-the-art toll plaza has been located at Perungudi with a modern Toll Administration-cum-Office along with four satellite plazas at Pallavaram road, ECR Link road, Medavakkam road and Exit plaza at Navalur.

The six lane main carriageway of Rajiv Gandhi Salai had been inaugurated and opened to public on 29^th Oct 2008. Toll Operation commenced on 15^th December 2008. Four lane ECR Link road connecting Rajiv Gandhi Salai to ECR at Sholinganallur had also been completed along with rehabilitation of the old bridge.

Bus Shelters and Foot over bridges have been erected at appropriate locations along the road. Service Road and Foot Path have been fully completed for a length of 20.1 kms on both sides of the road.

For the Rehabilitation and Resettlement of the 13 families affected by the project, a residential building in G+1 format has been constructed at Thoraipakkam. The Government School in Thoraipakkam and Panchayat School in Navalur have also been rehabilitated as part of the Project.

Elevated Road

The Honorable Chief Minister of Tamil Nadu had made an announcement for the construction of an Elevated road from Taramani to Siruseri, under phase-I and from Siruseri to Mahabalipuram under Phase-II, for a total length of 45 Km. Also, administrative sanction of Rs.5.0 Crore has been accorded for the preparation of DPR for the above work, vide G.O.Ms.NO.146 dated 24^th September 2013.

The DPR has since been finalized for the construction of Elevated Road from Taramani to Siruseri. As the Metro Rail is also planned on this corridor, the integration work of both the projects has been completed. The proposal for Administrative Sanction of Rs.2969.31 Crore has beensent to Government on 26.07.2017. As BOT – Toll model is not attractive, the Government suggested to take it up as an EPC project with external funding.

The Government vide G.O. (Ms) No.105 Highways & Minor Ports (HF2) Department dated 26.12.2017 has accorded in principle approval to take up the project under JICA assistance.

Chennai Metro Rail Phase-II is also planned along this corridor, hence the integration work of both the projects arised. Now, DPR is being revised to in-corporate the proposal of CMRL Phase –II.

As this is a long time project, it is planned to construct 5 Flyovers in the Major Junctions as a short term project and then integrate with the long time project.

‘U’ shaped Flyover at Tidel Park Junction and Indira Nagar Junction

To address the traffic congestion at TIDEL Park Junction and Indira Nagar Junction, Government of Tamil Nadu has accorded administrative sanction of Rs.108.13 Crores for “Development of Comprehensive Integrated Traffic Infrastructure at TIDEL Park Junction including ‘U’ shaped flyovers at TIDEL Park Junction and Indira Nagar Junction in Rajiv Gandhi Salai (OMR)”, vide the G.O (Ms) No.151, Highways and Minor Ports (HF2) Department, dated 29.11.2019. The construction work is in-progress.

Rajiv Gandhi Salai (Phase – II)

The 25 Km stretch of Rajiv Gandhi Salai from Siruseri to Mamallapuram will be widened in Phase-II  to six lane configuration as in Phase-I (including two bypasses at Kelambakkam and Tiruporur). The Government has sanctioned an amount of Rs 465.13 crores for acquisition of 88.62 hec of land in 13 villages along the proposed the road stretch. The land acquisitions has been completed in 9 villages and in progress in 4 villages.

The DPR for  six laning the OMR from Siruseri to Mamallapuram including two bypasses for a total length of 25 KM was prepared to an estimated cost of Rs.573.99 Crore. The Government accorded Administrative Sanction for Rs. 243.70 Crore for forming two bypasses at Kelambakkam (4.675 km) &Tiruporur (7.45 km) under TNIPP-II as first stage of Phase-II. The work has been awarded to M/s. RR Infraa Constructions on 25.06.2018 with a completion period of 24 months. The works is in progress in the acquired lands and the probable date of completion of the work is 31.10.2021.

Chennai Ennore Port Road Connectivity Project

The first project taken up for implementation by TNRDC as early as 1998 was the Chennai Ennore Port Road Connectivity Project, later named as Ennore – Manali Road Improvement Project (EMRIP).

The Project was subsequently included in the Port Connectivity component of the National Highway Development Programme being implemented by National Highways Authority of India (NHAI).

The Project envisages the improvement of about 30 km road network in North Chennai with the objective of establishing seamless and efficient road connectivity from Chennai and Ennore Ports to NH network. The roads that are being improved include the Ennore Expressway, Manali Oil Refinery Road, Northern part of Inner Ring Road and Thiruvottiyur-Ponneri-Panchetti Road. The Project also includes Shore Protection Works envisaging construction of 13 Groynes and sea walls wherever warranted.

Recognizing the pioneering role played by TNRDC in conceptualizing and developing the Project, NHAI, the project sponsor, has engaged TNRDC as its Managing Associate. Subsequently, due to modification of its scope, TNRDC has been made redesignated as Supervision Consultant.

A Special Purpose Vehicle (SPV) named Chennai-Ennore Port Road Company Ltd (CEPRCL) was incorporated for the implementation of this project with equity & debt participation of NHAI, Chennai Port Trust, Ennore Port Ltd and Government of Tamil Nadu as stakeholders at a total project cost of Rs.600 Crore.

Under the rehabilitation and resettlement for the project affected families in Ennore Expressway, 1824 tenements have been constructed at Ernavoor. All the 1824 affected families have been shifted to the new tenements. In fishing harbour area encroachment are removed with joint valiant efforts. Balance work has been commenced and planned to complete by 30.06.2021.

As on date, 99.15% of the works have been completed and the overall completion of the project is expected by June 2021.

Ennore Expressway Phase – I (EEW-I) – 1.600 km)

The scope of work involved improvement and widening to four lane with lane 1.6 km length with right side slip road from Km. 0+140 to 0+470 and storm water drain cum service duct on left side, construction of four Pedestrian Underpasses, one Vehicular Underpass and five pipe culverts.

Ennore Expressway Phase – II (EEW-II – 5.938 km)

The scope of work involved improvements and widening to four lane with both side service roads 5.938 km length, storm water drain cum service duct on left side and construction of pipe culverts.

Manali Oil Refinery Road (MORR – 5.600 Km)

The scope of work involved widening to six lane and strengthening 5.600 km length with truck lay bye on right side for a length of 0.5 km.

Inner Ring Road (IRR – 7.000 Km)

The scope of work involved improvements and strengthening 7.000 km length with truck lay bye on either side for a length of 1 km.

Thiruvottiyur-Ponneri-Panchetti Road (9 KM)

The scope of work involved widening the existing road to four lanes with service road and storm water drain on either side, construction of two major bridges, three minor bridges and two pedestrian underpasses.

Sea Protection Works:

The scope of work involved construction of three additional Groynes, repairs to ten existing Groynes and construction of sea walls between the Groynes at three locations.

Ennore Port Connectivity

Tamil Nadu has been identified as one of the States having most potential for Japanese investments. Hence, a bilateral economic co-operation agreement had been signed to foster the economic relationship between Tamil Nadu and Japan. To facilitate and attract more Japanese investments both in manufacturing and infrastructure sectors in the state of Tamil Nadu, the Government have decided to improve the basic infrastructure such as roads etc on a war footing basis.

As part of fulfilling this vision, the GoTN has decided to improve and strengthen the following road network around Chennai and Ennore Ports to facilitate fast movement of heavy vehicles, especially the Special Transportation Vehicles (STV) of M/s Toshiba-JSW Turbine & Generator Pvt Ltd carrying Over Dimensional Cargo (ODC), to and from the Port

• Thiruvottiyur – Ponneri – Pancheti Road (TPP Road), including construction of a bridge at Nappalayam;
• North Chennai Thermal Power Station Road (NCTPS Road);
• Ennore Port Road;
• Construction of RoB at Athipattu

Since TNRDC is already managing the implementation of EMRIP Project and the TPP road is part of EMRIP, the GoTN had appointed TNRDC as Managing Associate to implement the above projects. All the above works have been completed in all respects and the Hon’ble Chief Minister of Tamil Nadu inaugurated the project on 14.2.2016.

TPP Road (9 KM)

The scope of work involves widening the existing road to four lanes with service road and storm water drain on either side, construction of two major bridges, two minor bridges and two pedestrian underpasses. This work is being carried out by NHAI through its SPV CEPRCL as part of the EMRIP Project.

NCTPS Road (4.8 KM)

The scope of work involves widening of the existing NCTPS Road by 3m on both sides with 2m hard shoulder and 1m earthen shoulder and strengthening and construction of one major bridge across backwaters. The work was awarded to M/s R Ramu Engineering Contractor at a project cost of Rs 41.91 Crores. The work has since been completed and the Hon’ble Chief Minister of Tamil Nadu inaugurated the project on 14.2.2016.

Ennore Port Road (2.4 KM)

The scope of work involves widening and strengthening of the existing Ennore Port Road and construction Buckingham Canal Bridge and Utility Bridge. The work was awarded to
M/s R Ramu Engineering Contractor at a project cost of Rs 15.69 Crores. The work has since been completed and the Hon’ble Chief Minister of Tamil Nadu inaugurated the project on 14.2.2016.

Athipattu ROB

The work of construction of ROB at Athipattu, including approaches, has been awarded to
M/s Vijay Nirman Company Pvt Ltd at a cost of Rs 47.35 Crores. The work has since been completed and the Hon’ble Chief Minister of Tamil Nadu inaugurated the project on 14.2.2016.

Northern Port Access Road

The Chennai Peripheral Ring Road Section – 1 (Northern Port Access Road) connecting Ennore Port with Thatchur at NH16 and one spur link road to Chennai Outer Road at Minjur, for a total length of 25.40 km. The project is taken up for execution under JICA loan assistance.

The Government has accorded Administrative sanction for Rs.951 Crore vide G.O (MS) No. 33 Highways and Minor Port(HF2) Department dated 19.02.2016 for land acquisition work.

There are totally 14 villages involved in Ponneri Taluk, Tiruvallur District involving acquisition of private lands of 224.50 Hectares and Government lands of 70.76 Hectares and land acquisition is carried out under Highways Act 2001.

15(1) proposal under Highways act 2001 for all the 14 villages involving 19 proposals have been published in Tamil Nadu Gazette. Award enquiry under section 19 (5) completed for 11 villages and disbursement of compensation for 8 villages completed.

Project Management Consultant for Land Acquisition rehabilitations and resettlement works are appointed and field verification works is in progress. The Land Acquisition process is planned for completion by August 2021.

The Government has accorded Administrative sanction vide G.O (MS) No.37 Highways and Minor ports (HF2) department dated 08.03.2019 for Rs.2673.42 Crore for execution of the work.

For the Project Management Consultant for supervision of works M/s. NIPPON KOEI-JV Company have been appointed and have completed the proof checking of the Design of structures.

Road Connectivity To Sojitz Motherson Industrial Park (SMIP)

Sojitz Corporation of Japan and Samvardhana Motherson Group of India are jointly establishing Sojitz Motherson Industrial Park (SMIP) in an area of 275 acres at Singadivakkam and Mummalpattu Villages in Walajapath Taluk, Kancheepuram District.

The existing road network for the Sojitz Motherson Industrial Park project, branches from the National Highway 4 ( NH 4 ) at 60.50 Km on the left hand side for a length of 2.10 Km (Athivakkam Road) East to West Direction joins Singadivakkam – Siruvedal panchayat road junction at Mummalpattu village and continues on Right hand side branch road upto a length of 700 m in Siruvedal – Singadivakkam Panchayat Road in North – South Direction ending at Sojitz Motherson Industrial Park. The above two roads are single lane road of 3.75 m carriage way. The total length of the road is 2.8 Km. It is proposed to upgrade the same to four lane facility with rigid pavement under TNIPP – I.

The Government vide G.O. (Ms.) No. 106 Industries (MIA.1) Department dated 06.09.2017 had issued Administrative Sanction for Rs.24.00 Crore and also nominated TNRDC as the Managing Associate for the said work.

The work was awarded to M/s PSK Engineering Construction & Co. for Rs.21.88 Crore and the agreement was entered on 20.04.2018 with the completion period of 18 Months. Due to removal of encroachment and Utility shifting issue and due to Covid-19 pandemic, there is a delay in completion. The work is nearing completion.

 

 

Chennai Outer Ring Road (CORR) Project

Genesis of the Project

The Government of Tamil Nadu, with a view to decongest the heavy traffic on the major arterial roads of Chennai City, ensure free and quick flow of vehicular traffic and consequently saving the travelling time and fuel cost etc., had decided to build a 60.15 km connectivity Corridor linking Vandalur on NH- 32 (45) with Minjur on the Thiruvotriyur Ponneri Pancheti (TPP) Road Via Nazaratpet on NH-48 (4), Nemilichery on NH-716 (205) & Padiyanallur on NH-16 (5). TNRDC had been appointed as the Managing Associate for this Project.

Project Phasing

The CORR Project is being implemented in Two Phases. Phase-I is from Vandalur to Nemilichery to a length of 29.65 km and Phase-II from Nemilichery to Minjur in T.P.P.Road to a length of 30.50 Km. Land acquisition for this Greenfield project has been done by CMDA.

Project Description & Features of CORR Phase-I

The Phase –I of CORR Project is from Vandalur to Nemilichery for a length of 29.65 km. The work for implementation of this project was awarded to M/s.GMR Outer Ring Road Private Limited (a consortium of M/s GMR Infrastructure Ltd, M/s GMR Energy Ltd and M/s NAPC Ltd), on ‘Design, Build, Finance, Operation and Transfer’’(DBFOT) Semi Annual Annuity basis under Public Private Partnership (PPP), through an internationally competitive bidding process. The estimated project cost is Rs. 1081.40 crores. The Concession Period will be 20 years consisting of 2½ years of construction period and 17½ years of Operation & Maintenance period.
The completed Project Highway from Vandalur to Nemilichery (29.65 Km) was put to public use.

At present 99.81% of the works completed. The Balance work of providing Project Facilities is held up due to Stay Orders granted by the Hon’ble High Court of Madras in 4 Writ Appeals filed by the Land Owners.

Action is taken to vacate the High Court stay in 4 Writ Appeals and the lands will be made available to the Concessionaire as and when the Writ Petitions are disposed. The left over works are expected to be completed soon.

The main features of this Green Field Project are:-

• Formation of dual 3 Lanes with 5.5 meter width Service Roads on either side with 2m wide planter strips between the service roads and the main carriageway;
• 22 meter-wide Public Transportation Corridor (PTC) in between the dual 3 lanes;
• 50 m Corridor on right side (city side) for Future Development;
• Construction of footpaths with covered drain and utility duct for the entire length of the project road;
• Development of 11 major intersections and 14 minor intersections;
• Construction of 3 major bridges, 2 minor bridges and 100 box culverts;
• Construction of 2 Interchanges with ROB and 1 Interchange without ROB;
• Construction of 8 Vehicular Under Passes and 18 Pedestrian Under Passes;
• Construction of 3 Fly overs;
• Construction of 50 Bus bays with passenger shelters (25 each on either sides of the project road);
• Implementation of traffic safety measures;
• Construction of wayside amenities, Truck lay-byes and other road side facilities;
• Provision of additional facilities like illumination, signages, landscaping and tree planting, road side furniture along with efficient traffic management system.
• Construction of 2 Toll Plazas.

Project Description & Features of CORR Phase – II

The Phase – II of CORR Project is from Nemilichery to Minjur in T.P.P.Road for a length of 30.50 km. The work has been awarded to M/s. GVR Ashoka Chennai ORR Ltd., (a consortium of M/s.GVR Infra Projects Ltd., and M/s. Ashoka Buildcon Ltd.,), in the same model as that of CORR Phase-I. The estimated cost of the project is 1075.00 Crores. The Concession Period for this project is 20 years comprising of 2½ years of Construction period and 17½ years of Operation & Maintenance period.

The completed Project Highway from Nemilichery to Minjur in T.P.P.Road for a length of 30.50 Km was put to public use except the project facilities such as bus bay, junction improvements, truck lay bye, way side amenities and roundabout for which the lands required are under acquisition process.

At present 99% of works completed and the balance works are in progress in the encumbrance free lands handed over to the Concessionaire and it is expected to be completed soon.

The Land Acquisition for the Project Facilities such as Truck Lay Bye, Way Side Amenities, Bus Bays, Junction Improvements etc., are in progress and the work in these areas will be commenced after the Land is taken possession.

The CORR Phase-II have the following features:-

• Formation of dual 3 Lanes with 5.5 meter width Service Roads on either side with 2m wide planter strips between the Service Roads and the main carriageway;

• Construction of 13 Vehicular Under Passes and 14 Pedestrian Under Passes;
• Construction of 1 Fly over;
• Construction of 2 Toll Plazas;
• Construction of 50 Bus bays with passenger shelters (25 each on either sides of the project road);
• Implementation of traffic safety measures;
• Construction of wayside amenities, Truck lay-byes and other road side facilities;
• Provision of additional facilities like illumination, signages, landscaping and tree planting, road side furniture along with efficient traffic management system.

Chennai Outer Ring Road Project Toll Policy:-

In G.O.Ms.No.52, Highways & Minor Ports (HF2) Department, dated 11.07.2017 have declared the Chennai Outer Ring Road as Toll Road and permitted the TNRDC to develop / install toll plazas in four locations at Ch:6+000 in Varadharajapuram Village and at Ch:21+800 in Kolapancheri Village in CORR PH-I and at Ch: 1+200 in Palavedu Village and at Ch:27+150 in Chinamullaivoyal Village in CORR PH-II and for collection of User Fees from the Road users of CORR Project in accordance with National Highways fee (Determination of rates and collection Rules 2008).

The Government have also appointed TNRDC as an Agency of the Government for the collection of user fee in respect of CORR Phase-I & II. The construction work of two Toll Plazas with Toll Management System (TMS) in CORR PH-I & two Toll Plazas with Toll Management System (TMS) in CORR PH-II is completed.

The Government in G.O.(Ms) No.2, HW & MP (HF2) Dept., dated 05.01.2022 have approved the rate of user fee collection in the Four toll plazas located in Chennai Outer Ring Road Phase-I & II and the Notification thereon for publication in the Extraordinary issue of TNGG and the User Fee Collection commenced from 19.01.2022 to 31.03.2022 as per the Notification the validity of which was extended up to 04.07.2022.
